Regulation & Partnership

Sheffield City Council (SCC) is a our main partner and customer. We are party to the Adults with Learning Disabilities Framework (DPS) for Supported Living and Community Support. This does not mean all our packages are subject to framework. The Care Act 2014 sets out the authorities of local authorities in regard to social care which includes assessing needs, determining eligbility, and ensuring identified needs are met.

Nuance at SCC

The Adult Social Care team at SCC may also be referred to as Adult Future Options. SCC do not have a completely uniformed system where restructuring and rebranding is common so please bare this in mind and engage with them in a way as straight-forward as possible - prefrably by email. Where we have phonecalls with SCC we should make every effort to follow-up by email (a paper trail). Not all social workers or ASC staff may be aware of all procedures at policies at the council, and may not have a full understanding of funding types or framework agreements.

Funding & Procurement

SCC procure services from us the following ways:

  • Framework Agreements
  • Spot Purchases & Direct Awards

SCC may also provide funding directly to clients who procur our services themselves through Direct Payment.

In anycase, each client should have an active support plan with SCC and a LAS number (this is also known as CareFirst and LiquidLogic ID). The support plan is subject to review atleast every 12 months or when a change of needs occurs.

Points of Contact

Contact with SCC can be difficult. We should try our best to work with an assigned social worker for each client where one exists. They are typically assigned adhoc and may be subject to change the next time the client is reviewed.

Safeguarding

You can find the most up-to-date information on reporting a adult safeguarding concern on the SASPB (Sheffield Adult Safeguarding Partnership Board) website.

Untoward Incident Form

It is SCC’s official stance that we should report any requests for a review or other social worker engagement, concerns that are not a safeguarding, or changes in a client care needs using the Untoward Incident Form.

This document should be completed at first instance and emailed to asc.moorfooot@sheffield.gov.uk.

In the form we should include:

  • A client’s initials,

  • Liquid Logic Number (This is stored on Elementum and in SCC support plans. It is also known as LAS ID or CareFirst ID),

  • The date the incident first occured,

  • Your own details and position at Seven Steps.

    We should continue to fill out this form for all of the above and ‘Team Responsible’ should be ASC (Adult Social Care) unless we are advised otherwise, in which case this page will be updated. Action required should state what we require of SCC/ASC. It may also state what we are required to do next but require their engagement first.
